project teams

the gap this closes

A council decides. The decision goes to a department, which has other priorities, no mandate across departmental boundaries and no duty to report back. Two years later nobody can say what became of it, and nobody is answerable, because responsibility was never assigned to a person.

Project teams close that gap. They work out the concrete solution, carry it through to implementation, and leave a record that shows who did what, by when, and what remains open.

project teams

For every essential public process the staff office convenes an interdisciplinary project team from the specialists and the departments concerned. The team is large enough to cover every matter touched and small enough to stay able to work.

The team works in short iterations on an open platform. It has operational autonomy within the frame the council has set, and manages its allocated budget itself. Unexcused absence of a responsible official from a team meeting is a breach of official duty and shall be recorded as such – the measure that ends the practice of sending nobody and blaming the result afterwards.

Where a question concerns more than one level, a representative elected by the team joins the corresponding team at the level above. That is how a municipal solution and a district solution come to fit together before, not after, they are built.

own capacity first

Essential processes shall be worked with the authority’s own staff and through cooperation between levels. External commissioning is admissible only where a genuine gap in expertise or experience exists that cannot be covered in-house or through mutual assistance. The gap and the route chosen shall be briefly justified, and building the missing capability shall be part of the assignment.

Where external specialists take part, they are subject to the same requirements as the team. They disclose method, data sources and the boundary between measurement and assumption in the work itself, and they sign the responsibility matrix for their part. Commissioning does not transfer the duty of care: the conclusions an authority adopts remain its own.

the staff office

The staff office consists of the project team leaders and sits directly with the administration’s leadership. It is the hinge between departments: it supplies the leadership with the basis for decisions, and it can give weight to a matter across hierarchical boundaries where a single department could not.

It also sets the procedural rules – how teams are formed and dissolved, how meetings are run, how the responsibility matrix is kept – and adapts them as experience accumulates.

stewardship action plans

Each team produces a binding stewardship action plan for its process. A plan rests on walk-throughs on site and on workshops with residents, so that it describes the place as it is rather than as the file describes it.

A plan states, for every aim, the zero state it is measured against and at least one indicator carrying a target value, a measured value, a published method and a named person. Where the authority sets a level of ambition below the zero state, that is a decision and shall be shown and justified as one.

The principle is good enough for now: prompt, pragmatic implementation with continuous improvement takes priority over a long search for the perfect solution. Effort is concentrated where the effect is greatest.

the responsibility matrix

Every plan carries a matrix. It is the instrument that makes diffusion of responsibility impossible, and it is also the proof of diligence if a decision is ever questioned.

implementation and enforcement

The responsible office answers for the full implementation of its own measures, for monitoring implementation by others, for checking compliance, for penalising breaches and for enforcement where a measure is not carried out. Where a third party causes the hazard, that party bears the measures concerning it.

Political bodies are involved where implementation exceeds the existing organisational, financial or legal frame. In that case the team supplies, already at the draft stage, the budget planning and the legal amendments required, and finally a motion ready to be adopted, so that the aim can be implemented immediately after the vote.

Before additional funds or staff are requested, the team shall show that cross-departmental synergies have been used, the internal staff pool exhausted and inefficient duplicate structures removed. A blanket reference to missing means while the organisation stands still is a management failure. Where the means genuinely cannot be found, the team produces a risk and consequence assessment as the factual basis for the body’s decision.

templates

Two templates are prepared for use and will be soon available: a model project assignment, which records the aim, scope, participants and the staff and financial resources required, and a model job description for a project team leader, which can be used as a vacancy notice without further preparation. Both are annexes to the Stewardship Governance Act.
